The Development of Religious Education Policy
After the Release of the the Law of
Republic of Indonesia number 32, year 2004
on local Governance in Pasuruan Regency
Abstract
The implementation of
the Law of the Republic of Indonesia number 32, year 2004 on Local Goverment
effects on the autonomy of Education. In relation with this law, the
District/city goverment should decide the education policy that is adjusted to
the new paradigm of education management included the future education . The autonomy of education is meant as the given large and real
authority on the education that must professionally guarantee in formulating
the plan of education cooperatively by including all of the available
potential. In this case, local autonomy is the aothority of the local goverment
to regulate and manage the society needs based on the own local iniciative and
the society aspiration.
Based on the mentioned
potencial above, Pasuruan Regency Goverment, finally, released the policy
through Regent Regulation number 13, year 2001 on the work Arrangement
Organization of Education service in which it accomodates the education of religion
in PERGURAG. It is the only education policy in Pasuruan Regency that is not
applied in other regencies in the area of East Java.
This research on the
policy of the development on the education of religion after the Law number 32
year 2004 on the Local Goverment in Pasuruan Regency formulated the reseach
problems as follows : (1) How is the interpretation and the formulation of
policy maker in Pasuruan Regency to the Law Number 32 year 2004 on the Local
Goverment connected to the policy of the development of religious education.
(2) How is the implementation of the Law number 32 year 2004 on the local
goverment connected to the application of the policy on the religious education
development in Pasuruan Regency. (3) Is there the synchronization of local
regulations (Regent Regulation number 13 year 2001 on the work Arrangement
Organization of Boars of Education to the Law number 32 year 2004 connected to
the policy on the religious education development in Pasuruan Regency.
This research is a case
study that applied qualitative research approach. The main data was collected
by doing the depth interview, then it was supported by doing the documentation
study and the participation observation. Besides, the data analysis was
countinously done from the activities of colllected data to the activities of
writing reseach report, as part of triangulation process.
The result of the
research showed, (1) the interpretation and the formulation of the policy
makers in Pasuruan Regency to the Law number 32 year 2004 on the local
goverment ,connected with the policy of the religious education development -
after implementing the Law number 32 year 2004 on local government the Education
service Pasuruan got more additional budged (estimate calculation) than gotten
budged of other departements in the area of Pasuruan Regency. Even, in
responding the implementation of the Law Number 32 year 2004, The local
goverment of Pasuruan Regency released the local regulation (perda) or specific
decision the Regent Regulation number 13 year 2001 on the work Arrangement
Organization of Education service in which states about subdin PERGURAG that
supervices religious education (RA BA TA, MI,MTs, MA, MADIN-PONTREN) to be used to implement
the content of mentioned law. (2) The implementation of the Law number 32 year
2004 on the local goverment is effectively, effeciently and transparently done
through the improvement of the quality of educational service management in the
Education service Pasuruan (3) There is syncronization between the Regent
Regulation number 13 year 2001 on the work Arrangement Organization of
Education service and the Law of the Republic of Indonesia number 32, year 2004
on Local Goverment.
Furthermore, some
suggestions are offered by the researcher, they are (1) the decision makers in
Pasuruan Regency , both the Regent and the house of people’s representatives,
should improve the comitment of developing education in Pasuruan Regency
especialy the development of religious education. Besides, the regent and the
house of people’s representatives should directly participate in the process of
formulating, implementing, and evaluating public policy in education field,
through which the objective of the education in Pasuruan Regency will come
true. (2) The head of the education service Pasuruan should (a)
organize stuctural function and functional duty appropriately to minimize the
jobless. (b) improve his competancy in the field educational policy. (c)
maximize the function of dewan pendidikan , investigate the implementation of
religious education policy though Litbang (d) maximize the coordination and the
consultation on the field of education with local goverment (e) give fully
authority to schools in impllementing the teaching and learning process. (3).
The Head Masters are expected to improve their competency in constructing the
short term, middle term, and long term school program. Besides, they are also
expected to be able to maximize the function of school comittee in improving
the teachers’ competency. (4) other researchers are able to investigate kind of
this research in other settings.
